		<description>25.Feb.2010  Why are we told that 'driving' is a privilege rather than a right?  If I'm on my own property, I can drive anything, anywhere; I do not need a license.  I can operate any machinery, without getting permission from some bureaucrat.  I can ride a horse on any surface road without a license.  I can drive a buggy without a license.  It is my right; I'm born with it.  Yet, if I replace the horse with a motor, I have to have a license; and the govt. says it grants me the privilege of driving said motor vehicle.  Just where does the Govt. get the authority for its "driving privilege"?</description>
